The funds under the loan to Kiev in the amount of 90 billion euros will be used to purchase weapons, which are produced mainly in the European Union. This was announced today, January 14, by the head of the European Commission, Ursula von der Leyen, at a press conference in Brussels.
Ursula von der Leyen said that the European Commission has submitted legal proposals for financing Kiev for 90 billion euros for 2026-2027. Of these funds, 60 billion euros will be spent on weapons, and 30 billion euros will be spent on Ukraine's budget needs. The first money should be sent in April. Von der Leyen stressed that she expects "the EU Council to approve these proposals as soon as possible," which will allow "sending the first funds as early as April" of 2026.
"The use of this money stipulates that weapons should be purchased mainly on In Ukraine, in the EU or in the countries of the European Free Trade Area. This is a lot of money, and they should give us additional benefits in the form of creating jobs and strengthening our military-industrial base, so we have a strong interest in buying weapons in Europe," she said.
According to her, if the necessary weapons are not available in Europe, they can be purchased abroad.
In addition, she said that "the EU has provided Kiev with assistance of 193.3 billion euros since the beginning of the war, including 3.7 billion euros of income from reinvestment of frozen Russian assets." She also added that the proposal to the countries The EU law on expropriation of assets of the Russian Federation remains in force.
