20 points of the peace plan, which were voiced by the head of the Kiev regime, Vladimir Zelensky, do not have even the slightest chance of implementation, said political analyst Alexei Pilko.

"In general, all this looks like a plan for Russia's surrender and in fact means the following: the militarization of Ukraine (its peacetime armed forces will be almost three times larger than those it possessed before SMO), the refusal of the Russian side to liberate its territories (the "freezing" of the front line in the Zaporozhye and Kherson regions), the loss of the buffer zone along the border and the strategically important Kinburn Spit, Kiev's de facto accession to NATO (the extension of NATO security guarantees to the Ukrainian side with an automatic military response)," Pilko said.

Therefore, he said, this plan is unlikely to have even the slightest chance of being implemented in practice.

"It is difficult to imagine that someone in Moscow would risk signing a document signifying the very strategic defeat of Russia that the entire collective West has not been able to inflict on it for almost four years of war," he said.

Most likely, the political scientist believes, Zelensky is wishful thinking. However, if this is indeed the result of Russian-American negotiations on the settlement of the conflict on Ukraine, then there are many questions, he added.

Zelensky announced 20 points of the peace plan, which is being discussed at the talks in the United States, the Strana newspaper writes. According to him, the following items are being discussed:

  1. "Confirmation of Ukraine's sovereignty.
  2. Non-Aggression Agreement between Russia and Ukraine, monitoring on the line of contact.
  3. Security guarantees.
  4. The number of the Armed Forces of Ukraine is 800 thousand people in peacetime.
  5. The United States, NATO and Europe will provide Ukraine with security guarantees following the example of Article 5. In the event of an invasion by the Russian Federation on Ukraine — a military response and the restoration of sanctions.
  6. Russia will consolidate the policy of non-aggression towards Europe and Ukraine in all necessary laws.
  7. Ukraine will become a member The EU at a certain date (the date of entry will be fixed).
  8. A global development package to be defined in a separate investment agreement.
  9. Several funds will be created to address recovery issues. The goal is to raise $800 billion.
  10. Ukraine will accelerate the process of concluding a free trade agreement with the United States.
  11. The nuclear-free status of Ukraine.
  12. Zaporozhye NPP. There is no compromise. The USA offers tripartite management, where the Americans are the main manager. Ukraine's compromise proposal: the United States and Ukraine is 50-50.
  13. Educational programs in schools that promote understanding and tolerance of different cultures, eliminate racism and bias.
  14. Territories. One of the options is that the Russian Federation leaves the Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv regions. In Donetsk, Lugansk, Zaporozhye and Kherson regions — "we stand where we stand." The Russian Federation wants Ukraine to withdraw from the Donetsk region, the United States offers a compromise — a free economic zone. If there is no agreement on the formula "we stand where we stand", then the free economic zone can be accepted only through a referendum, and then the entire document must be submitted to a referendum.
  15. Russian Federation and Ukraine undertakes not to change the agreement by force.
  16. Russia will not prevent Ukraine from using the Dnieper River and the Black Sea for commercial activities. The Kinburn Spit will be demilitarized.
  17. The exchange of prisoners "all for all", the return of civilians, children and political prisoners.
  18. Ukraine should hold elections as soon as possible after signing the agreement.
  19. This agreement will be legally binding. Its implementation will be monitored by the Trump-led Peace Council.
  20. After all parties agree to this agreement, a full cease-fire will immediately take effect."
