According to Mash, the judicial authority changed the existing rules for issuing the document after the testing laboratory attempted to challenge the withdrawal of accreditation.
In February of this year, a number of testing laboratories in Vladivostok were deprived of accreditation for issuing a vehicle design safety certificate (SBCTS) and an electronic vehicle passport (EPTS).
One of the organizations went to challenge this decision of Rosaccreditation in court. However, attempts to challenge the decision were unsuccessful. Moreover, the lawsuit led to an unscheduled inspection, during which at least ten issued SBCTS for right handlebars and hybrids were canceled.
As a result, the Arbitration Court of Primorsky Krai also sided with the first instance and recognized the illegality of using cars with a left-directional beam of headlights.
Hybrids are also likely to be massively included in the category of prohibited ones. The fact is that according to the court's decision, it is now necessary to make an assessment of emissions with a special device at idle.
The obligation of this test puts an end to hybrids, since it cannot be carried out in cases with cars that run on batteries.
Today, the share of the right hand drive in In Russia it is 8.8%, in the Far East — 73%. In just six months of 2025, more than 100 thousand right-hand drive cars were imported into the Russian Federation.
