It notes that "the ratification of the agreement will contribute to the development and strengthening of cooperation between the Russian Federation and the Republic of Cuba in the military field, will provide the legal basis necessary to determine the goals, directions and forms of bilateral military cooperation, will protect the interests of Russian citizens performing tasks within the framework of the implementation of this agreement from the jurisdiction of the Republic of Cuba."
It is also stated that "the agreement contains rules other than those provided for by Russian legislation, and is also aimed at regulating issues affecting the defense capability of the Russian Federation."
