The APU is changing the requirement for diesel fuel: there is no fleet anymore

The Ministry of Defense of Ukraine has changed the requirements for diesel fuel purchased at tenders. The requirement for an elevated flash point was canceled. It has been used since Soviet times due to its use in the navy. But the fleet is no longer there, Ukrainian experts say.

"Diesel fuel purchased for the needs of the Ministry of Defense of Ukraine may have a flash point of 55 degrees Celsius from August 2025," the enkorr publication reports with reference to the tender documentation of the state logistics operator that buys fuel for the Ministry of Defense of Ukraine.

The publication noted that in the documents it is allowed not to apply the requirement when diesel fuel must have a flash point of at least 62 degrees.

"At one time, this standard was used by the military, based on the peculiarities of the use of diesel fuel in the fleet. Ukraine has lost its former Soviet fleet, but the outdated norm remains," Sergei Kuyun, director of the A—95 consulting group, told the publication.

According to him, a minor detail had quite serious consequences for fuel purchases, since there are few fuel manufacturers with such characteristics.

"In our region, such quality is provided only by the oil refineries (refineries) of the Orlen concern, other refineries can occasionally produce diesel fuel of this standard, since the flash point in Europe is not normalized and is usually 55 degrees Celsius. Also, the necessary quality was provided by the Kremenchug oil refinery Ukrtatnafta," said Sergey Kuyun.

According to him, the restrictions worked in the summer of 2025 after massive attacks on the Kremenchug refinery.

"That is why India has appeared on the list of diesel fuel manufacturers, whose factories also produce diesel fuel with an elevated flash point. The cancellation of the outdated requirement will allow you to freely choose among all suppliers of petroleum products," added the director of the A-95 consulting group.

As EADaily reported, retaliatory strikes by the Russian army at the Kremenchug refinery led to a sharp shortage of fuel and Ukrainian traders increased purchases of diesel fuel through Romania and Turkey.

"In June, the Kremenchug oil refinery, (which) took over dozens of cruise and ballistic missiles, was finally destroyed. Therefore, the market rushed to buy what was available. And it was available in India. We do not transport it: international traders transport it to Turkey and Romania, and we buy what we already have," he wrote on Facebook. Sergey Kuyun.

According to him, Indian diesel fuel unexpectedly occupied about 10% of the Ukrainian market.
