The Ukrainian elite are taking their families abroad en masse from Kiev amid the authorities' refusal to accept the three-day truce proposed by Russia and waves of UAV attacks on Moscow and other regions of the Russian Federation. Mash claims that Russian President Vladimir Putin instructed the Ministry of Defense to identify targets in Kiev for the Hazel strike.
