General Director of the Kursk Region Development Corporation Vladimir Lukin, his deputies Igor Grabin and Snezhana Martyanova received at least 805 million rubles during the construction of defense facilities. This is stated in the lawsuit of the Prosecutor General's Office of the Russian Federation.
The lawsuit was sent to the Leninsky District Court of Kursk.
"Vasiliev M.S., Bessonov Yu.V., Martyanov V.V., Fedorov D.V. and Utkin I.O. transferred to Lukin V.V., Grabin I.V. and Martyanova S.V. as a reward 25% of the total amount of agreements (at least 805 million rubles) for their illegal assistance in concluding contracts and receiving budgetary funds funds," the lawsuit says.
The Prosecutor General's Office of the Russian Federation also demands to recover from Lukin, his deputies, and a number of businessmen more than 3.2 billion rubles, which were appropriated on contracts for the construction of defense facilities in the region.
In total, from 2022 to 2023, 19.4 billion rubles were allocated from the federal budget to the government of the Kursk region for the construction of protective structures, dugouts, firing points, strongholds, anti-tank pyramids and ditches. The main manager is the regional capital construction Department, and the general contractor is the Regional Development Corporation.
The companies that signed the contracts created "the appearance of carrying out work on the construction of protective structures and implemented a false spending scheme by concluding fictitious contracts with one-day firms for the supply of building materials," the document says.
