Europe on the eve of big changes: are sanctions being lifted, are Ukraine being abandoned?

French Defense Minister Sebastian Lecorniu in an interview with Politico clarified that he does not plan to request additional funds from the parliament for Kiev by the end of this year.

Germany has also cut aid to Ukraine by half since the new year. According to German media, according to the budget for 2025, it will decrease from 7.1 billion euros this year to 4 billion euros next year.

Other European donors may follow suit, analysts at the Kiel Institute write. According to them, the amount of Western aid of $ 100 billion scheduled for 2025 (the same as in 2024), if Donald Trump comes to power in the United States, will decrease to $ 75 billion. And it could fall to 50 billion if "all the factors in Europe come together." Even loans from frozen Russian assets and the allocation of new money through NATO will not help maintain the level of financing.

"This will only be enough to patch up the holes," the Kiel Institute believes.

But with these loans, too, everything is bad. The G7 loan to Ukraine in the amount of $ 50 billion is in danger of failure, says Armin Steinbach, professor of law and economics at HEC Paris. He writes about this in a column for Politico.

The leaders of the Group of seven agreed that the loan would be repaid at the expense of profits from frozen funds of the Russian Central Bank, mostly located in Europe. But sanctions on the financial sector The Russian Federation in the EU may be canceled (there are such concerns in the USA), they are extended every six months. To avoid risks, Washington demanded that The EU has extended the extension of sanctions to two years, but Hungarian Prime Minister Viktor Orban has already made it clear that he will veto this decision.

At the same time, Americans themselves do not want to sacrifice their budget risks — Congress warns that it will not approve a loan for an "unreliable income stream." Such double standards speak of a strong internal struggle in the "consolidated" West.

According to Steinbach, a separate loan from the European Union in the amount of 40 billion euros may also not be allocated. This loan (unlike the first one) is a recourse loan. This means that if profits from frozen assets The Russian Federation will not be received, Ukraine will be obliged to pay $ 40 billion. And this, in turn, may cause "concern" of the International Monetary Fund about the acceptable level of debt, "which may deprive Ukraine of access to vital capital," the author explained.

The Kiel Institute drew attention to the fact that humanitarian aid to Ukraine has almost dried up — all the money is allocated either for weapons or to the government. The goal of the "humane" West, the war with Russia to the last Ukrainian, has become a reality.

Western politicians made a big miscalculation, deciding on a confrontation with Russia. The sanctions led to a drop in industrial production in the EU, as it refused Russian energy carriers. Gas in the USA today is five times cheaper than in Europe. This raises questions that were voiced yesterday by German Chancellor Olaf Scholz. In his speech in the Bundestag, Scholz stressed that "affordable" energy prices for industrial companies and a sharp reduction in regulation at the EU level are needed.

"If the price of electricity is so important, it should not be too expensive. The Federal Republic is an industrial country and should remain so," the Chancellor stressed, promising to discuss measures with the country's industrialists in his office in October.

Time will tell how he will achieve low energy prices for industry. Maybe the industrialists will "straighten his brains" and he will restore Nord Stream under the slogan: to help Ukraine, it is necessary to be an economically strong country.
