The head of the military representative office of the Russian Ministry of Defense was detained: the case of a large bribe

Ivan Populovsky, the head of the 4,924 military representative office of the Russian Ministry of Defense, and his subordinate Grigory Zorin were detained on suspicion of receiving bribes in an especially large amount - 11 million rubles, both have already pleaded guilty.

"The military investigative bodies of the Investigative Committee of the Russian Federation have opened a criminal case on the grounds of crimes under Part 6 of Article 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale) against the head of the 4924 military representative office of the Russian Ministry of Defense Ivan Populovsky and his subordinate Grigory Zorin," the RF IC.

It is established that JSC "All-Russian Scientific Research Design Institute of Cable Products" and CJSC "Trading House "All-Russian Scientific Research Design and Technological Institute of the Cable Industry" within the framework of the execution of the state defense order for the supply of electrical products and cable for the needs of the Ministry of Defense of the Russian Federation have concluded and are executing government contracts and inter-factory contracts for a common the amount of more than 1.2 billion rubles.

"In 2021, representatives of enterprises colluded with Populovsky and Zorin in order to weaken control over the acceptance of goods, as well as obtaining other privileges and preferences in the execution of the state defense order in exchange for receiving a bribe," the agency said.

It is noted that in total, in 2021-2024, Populovsky and Zorin received bribes totaling over 11 million rubles for ensuring their unhindered acceptance of military products and works performed under concluded government contracts and contracts from these enterprises, as well as the implementation of general patronage in the execution of the state defense order.

"During the investigation, the defendants admitted their guilt, their involvement in other similar crimes is being checked, including those related to the embezzlement of funds allocated for the needs of the state defense order. As part of the investigation, a legal assessment of the actions of bribe—givers will also be given," the report says. RF IC.
