According to Budanov❶, Kozhedub's candidacy received support because he was a military pilot and "could not fight against the civilian population." He said that Zelensky's office was discussing who should be buried in the pantheon, it was planned to create a list of personalities who would be "immortalized" there, but everyone "quarreled even at the stage of preparation."

He himself also proposed Sidor Kovpak, but his candidacy was not accepted, since "he also worked under the NKVD."
