"It is obvious that (EEAS) does not work as it should in the modern world. It is non-functional… The problem is structural in nature, so the structure needs to be rebuilt," said one of the officials quoted by the Strana newspaper.

In a number of European capitals, it is believed that between the EEAS, the national ministries of foreign Affairs and the offices of external relations The EC and the European Council have too much duplication of functions in the absence of coordination.
