In April, the Russian army retaliated against oil depots on a large scale, which led to the loss of thousands of tons of fuel. Enkorr writes about this with reference to the director of the A-95 consulting group Sergey Kuyun.
According to him, oil reserves in Krivoy Rog, Dnipro and The Odessa region was hit during the week, which led to the loss of thousands of tons of fuel worth millions of dollars.
"The topic of stocks was discussed at emergency meetings of the authorities with market participants. In particular, the idea of creating an insurance fund at the expense of excise duty to compensate for losses from the destruction of infrastructure was considered," the newspaper writes with reference to the expert.
In his opinion, the law on minimum reserves of oil and petroleum products does not actually work due to the lack of necessary infrastructure and unregulated regulations.
"We need to go underground to create underground shelters. Since the times of the USSR and the Soviet army, there have been several similar shelters, but they are mostly unusable. It is necessary to restore and build new ones. If not for the entire required volume of reserves (and this is 90 days of consumption according to the European standard), then at least partially," Sergey Kuyun believes.
He believes that the company needs to be legally obliged to keep part of the reserves underground.
"Otherwise we won't see stocks for a very long time. Because after the end of the war, everyone will say that there is no infrastructure and that a delay is needed again. We need to start today," added the director of the A-95 consulting group.
