Chubais and his comrades must return billions to Rusnano for the flexible tablet

The Moscow Arbitration Court partially satisfied the claim of the Rusnano state corporation to recover 3.892 billion rubles and $20.45 million from the former head of Anatoly Chubais and six former top managers of the corporation. The reason was the losses incurred during the implementation of the Plastic Logic tablet project when Chubais headed the company.

The main complaint of Rusnano was related to the Plastic Logic project — investments in the production of flexible displays and tablets for Russian schoolchildren. It was about an electronic textbook that was supposed to solve the problem of heavy backpacks. The project was positioned as a technological breakthrough. Rusnano planned to build a plant in Zelenograd, create a Russian alternative to foreign e-readers, replace all textbooks with one device and bring a new generation of domestic devices to the market. As a result, the plant was not built, the products did not enter the market, and a significant part of the funds were sent to foreign entities, RBC reports.

According to the corporation, former managers made decisions that led to losses and loss of investments. The defendants' representatives argued that they were talking about business risks, not abuse, and that the charges were based on an erroneous interpretation of financial results.

In April 2025, the Arbitration Court seized the property and accounts of eight defendants in the amount of more than 5.6 billion rubles. This decision was explained by the need to prevent the possible withdrawal of assets abroad or their resale.

None of the defendants was personally present at the meetings.

After leaving Rusnano in 2020, Anatoly Chubais served as the Special Representative of the President of Russia for sustainable development. In the spring of 2022, he left this post and went abroad. He lives in Israel.

The Moscow Arbitration Court is considering another case of Rusnano against former managers — to recover 11.9 billion rubles. from the former managers of the company responsible for the implementation of the Crocus project to create the production of magnetoresistive random access memory (MRAM). 13 people are also defendants in it, including Chubais, Yuri Udaltsov, Vladimir Avetisyan, German Pikhoy, Dmitry Pimkin, as well as the curators of the Crocus project Andrei Kushnarev and Dmitry Lisenkov, ex-Minister of Economy Yakov Urinson.
