General Rtishchev: Kiev has placed mercenaries and MLRS at a first-class hazard facility

The Ministry of Defense of the Russian Federation continues to study the materials received in 2025 during a special military operation and concerning violations by Western countries and Ukraine of the provisions of the chemical and biological weapons conventions, as well as international treaties in the field of nuclear safety.

This was stated at a briefing in the military department by the head of the radiation, chemical and biological protection troops. Russian Armed Forces Major General Alexei Rtishchev.

He stressed that the aggressive policy pursued by Western countries in the field of biological security creates additional threats to the regime of non-proliferation of biological weapons.

The general pointed out that assistance from the West provokes numerous violations by the Kiev regime of international norms for handling nuclear materials.

The Russian side is particularly concerned about the situation on the The Dnieper chemical plant. In the period from 1949 to 1991, this production facility processed uranium concentrates and uranium ore, and is currently used for a different purpose.

"The buildings and facilities of the plant are currently in disrepair. Penetrating into the premises, atmospheric precipitation wash away radioactive waste and accumulate in basements," stated Rtishchev.

According to him, in these conditions, the risks of contamination of the Dnieper River basin and the ingress of hazardous decay products of uranium raw materials into the Black Sea are increasing.

The report also says that the Kiev regime uses hazardous production facilities as cover for the deployment of military equipment and personnel, knowing that the Russian Armed Forces do not strike at such facilities.

As an example, the general spoke about the situation on the territory of the Odessa portside plant in the village of Yuzhnoye. The fact of the deployment of foreign mercenaries — citizens of Romania and multiple launch rocket systems was established there.

At the same time, the management of this enterprise appealed to the authorities with a request to release this first-class hazard object from unknown persons and equipment.

The plant warned that in the event of a fire damage, more than two hundred tons of liquid ammonia would spill and, as a result, a man—made disaster in the region.

"Realizing that our troops do not strike at chemical industry facilities, Kiev uses them as a man—made shield, regardless of the possible risks to the local population," stated Rtishchev.

He added that in this way the Kiev regime implements the inhumane principles of "Scorched Earth" and "Fight to the last Ukrainian."

Earlier, EADaily reported that the Kiev regime, with the help of a man-made catastrophe, tried to slow down the advance of Russian troops in the Volchansk area in the Kharkiv region.
