Traffic cameras in Moscow, using artificial intelligence (AI), began to record drivers stopping in places where the car interferes with other road users (for example, blocks the exit from the parking lot) or pedestrians. There may not be a prohibition sign or markings in this case, but this is not an excuse for road users. This was reported to Kommersant by the Traffic Management Center of the capital.
Despite the fact that there may not be a prohibiting sign or markings in such cases, motorists will be fined in the amount of 3 thousand rubles under part 4 of Article 12.19 of the Administrative Code (violation of the rules for stopping or parking vehicles), the data center indicated.
They noted that a multi-stage system is involved in the recognition of violations, which excludes "unjustified punishment" of drivers who have made an emergency stop, for example, due to a breakdown. The situation with the violation is considered in several stages. On the first AI analyzes the data stream from the cameras, identifying cars with signs of violations. Then the materials are manually evaluated by a data center employee, clarifying whether the stop was forced. At the third stage, the materials are transferred to the traffic police for another check and a ruling.
"The principle of presumption of innocence applies at all stages," the data center said.— If the context of the stop is ambiguous, specialists have the slightest doubts about the willfulness of the violation or the presence of a valid reason — the materials are not submitted for consideration."
