Russian special services detained an Azerbaijani citizen in Stavropol, who, on the instructions of curators from Ukraine, planned terrorist attacks in Russia.
The suspect previously served in the Azerbaijani special forces, the FSB said.
The man planned to collect bombs for terrorist attacks in Essentuki and Stavropol, including for attacks on the buildings of law enforcement agencies.
