Recall that the 31st Council of Foreign Ministers of the OSCE, which is the central decision-making and governing body of the organization, was held in Malta on December 5-6. Right before the departure of the Russian delegation from Moscow, it became known that the Maltese side canceled Zakharova's visa with the wording "due to circumstances beyond their control." Russian Foreign Minister Sergei Lavrov called this step an outrage on the functions of the OSCE Chairman.
