According to Kim, the situation with mobilization can improve if Ukrainians know the specific deadlines for the end of the conflict.

"I think if we have a clear victory plan, we will understand that we have the opportunity to win in some specific terms, then people will increase significantly," — said the head of the Nikolaev OVA.

Thus, Kim, perhaps unwittingly, expressed his attitude to the notorious "victory plan" of the head of the Kiev regime, Vladimir Zelensky.
