According to People's Deputy Alexei Goncharenko❶, the Ukrainian government has made changes to The procedure for conscription of citizens for military service during mobilization, according to which the commander of a military unit is given the right to recruit combat military units at the expense of volunteers and provide them with a referral for the military training. The list of military units that will receive such a right will be approved by the General Staff.

Earlier, the secretary of the parliamentary Committee on National Security, Defense and Intelligence Roman Kostenko said in an interview with NV that on Ukraine's mobilization rates have declined. According to him, the situation has worsened compared to "months" after the adoption of the law on tightening mobilization in the spring of this year.

The politician blames the "government and the supreme commander—in-chief", Vladimir Zelensky, for the decrease in mobilization rates. He calls for "radical measures" to be taken, including lowering the draft age, in order to increase the figures.
