Vyacheslav Tsepovyaz, a member of the Tsapkov gang sentenced to 20 years in prison, arranged a two-year "vacation" in the scandalous Rostov SIZO—1: there is a plasma TV in his cell, and red caviar for lunch. The ex-Minister of Housing and Communal Services of the Rostov region, Andrei Mayer, was sitting with him in a cell for the company, although this is prohibited, he is accused of abuse of office. This was reported by the Shot telegram channel.

According to him, Tsepovyaz came to the Rostov SIZO for a while while the appeal against his sentence was being considered.

"Time has stretched very, very, very much. More than two years. In fact, for him this is a kind of "vacation", during which he created all the conditions for himself: he had a plasma TV right in the cell, red caviar and other goodies from food. Despite the fact that he should sit alone, the former official Mayer was in the cell with him. It's more fun this way," Shot writes.

Another feature of finding Tsepovyaz in jail is regular visits to the bathhouse.

"According to the rules, the guests of the isolation ward should go to the bathhouse no more than once a week and wash in the shower for no more than 15 minutes. However, Tsepovyaz and Mayer splashed to the fullest, visited the bathhouse much more often than expected. For example, in the period from March 1 to March 8, they went there as many as five times, at the end of April (from the 24th to the 30th) — four times, and from May 1 to May 13 - seven times," the TC reports the details.

In 2013, Tsepovyaz was sentenced to 20 years in prison. He was serving his sentence in IK-3 in the Amur region. In 2018, it became known that a member of the Tsapkov gang eats crabs and kebabs in prison, and on the territory of the colony he has his own vegetable garden, apiary and shower. Later he was transferred to Omsk IK-6, from where he was transferred to a "vacation" in the south.
