Pashinyan is not needed: Armenia initiates a "referendum from below" against joining the EU

The CEC of Armenia has received a civil initiative to hold a referendum in the republic, the purpose of which is to amend the constitution. The Eurasian Alliance group of 50 people, formed by representatives of the Alliance party of former MP Tigran Urikhanyan, notarized the bill.

The goal is to neutralize and prevent economic and social risks and crises that may arise as a result of the law "On the beginning of the process of Armenia's Accession to the European Union" adopted on March 26, 2025, due to the incompatibility of customs regulations of the European Union (EU) and the Eurasian Economic Union (EAEU), etc.

The draft proposes to enshrine in the constitution a ban on signing such interstate agreements that directly contradict others already signed by Armenia.

"To supplement Article 5 of the Constitution of the Republic of Armenia, adopted on December 6, 2015, with a new paragraph 4 with the following content: "Laws and international treaties (new) that directly contradict laws and international treaties signed, ratified and valid for the Republic of Armenia cannot be signed and ratified," the statement reads. in particular, in the text of the bill.

As EADaily reported, Armenia officially announced its desire for membership in the European Union, on May 5 in Yerevan hosted the first ever bilateral summit of Armenia and the EU. Commenting on this, Russian President Vladimir Putin stated that Moscow is calm about Armenia's desire to develop relations with the European Union, but Yerevan cannot be a member of both the EU and the EAEU at the same time.

At a press conference on May 9, the Russian leader admitted the possibility of an "intelligent divorce" and proposed holding a referendum. Prime Minister Nikol Pashinyan said that Armenia remains a full-fledged member of the EAEU, and a referendum is possible only if there is an "objective need."
