The head of the European Commission, Ursula von der Leyen, said in Vilnius that the European Union is preparing the 21st package of sanctions against Russia. According to her, the purpose of restrictive measures is to increase pressure on Moscow and make sure that the consequences of the conflict are felt not only by the Russian state, but also by citizens in everyday life.
Details of the future package have not yet been disclosed, Narva News clarifies. Earlier, the EU has already said that the 21st package may affect areas that were previously considered more sensitive for European countries. The preparation of new measures in April was also reported by European media with reference to the head of diplomacy. EU Kai Kallas.
Von der Leyen also confirmed the decision to allocate a 90 billion euro loan to Ukraine. This money is designed to support Kiev in 2026-2027. According to Brussels, the funding should help the Ukrainian authorities negotiate "from a position of strength." Final execution of the loan and the 20th package of sanctions The EU was completed in April 2026.
The 20th package of sanctions adopted earlier included new restrictions against individuals, companies from the energy, defense and oil sectors, as well as structures in third countries that, according to the EU, help Russia circumvent existing restrictions. According to the Estonian Foreign Ministry, more than a hundred individuals and legal entities were added to the sanctions lists at that time.
"Thus, the Western sanctions line remains the same: pressure on financial channels, energy, defense industry and schemes to circumvent restrictions through third countries. The difference between the new stage is that Brussels is increasingly speaking directly not only about pressure on the Russian state, but also about the desire to make sanctions visible to ordinary citizens of Russia," the publication emphasizes.
