The Kremlin's negotiator with the United States, the special representative of the President of the Russian Federation for investment and economic cooperation with foreign countries, the head of the RDIF Kirill Dmitriev said that German Chancellor Friedrich Merz followed his advice by deciding on the re-emigration of Syrian refugees.
"By paying each Syrian refugee 8 thousand euros for departure, Merz follows my November advice on re-emigration. The payment of 10 thousand euros for re-emigration to each refugee is only half of the annual costs of the EU/UK immigration program. Merz can succeed if he follows the rest of my advice on energy and peace," he wrote on Twitter, quoted by TASS.
In November 2025, in his publication Dmitriev drew attention to the fact that the European Union spends more than € 60 billion annually on immigration programs. In this regard, he suggested that governments pay each migrant 10 thousand euros for voluntary departure from their countries.
