Initiating the parliamentary reform, the President of Kazakhstan Kassym-Jomart Tokayev deliberately goes to reduce the term of office of the head of state. This was stated by the Kazakh expert in the field of politics and economics Peter Svoik.
"By announcing the referendum at least a year and a half in advance, President Tokayev announces in advance the approach of the next electoral cycle: the re-election of the parliament first, then the president. At least a year earlier than the deadlines that were laid down in the previous constitutional reform of 2022. What is characteristic: he himself has no chance of winning in any situation, from preserving the subordinate role of parliament to transferring real power to it: there is no party, no real program for the coming years, nor the successes over the previous years of his rule that he could really present now. But then why is he deliberately going to reduce his seven-year cadence, in the early termination of which he will face guaranteed failure in both the new parliamentary and presidential elections?" — the analyst wonders on his page on the social network.
The answer, in his opinion, is unexpected, but it lies on the surface.
"The president is shortening his term in office in order to... reduce. He is waiting for a post in The UN or the SCO, or the BRICS, or the CIS, or the EAEU, there are many options, as they say, to choose from. But in that case, why not. Both the head of state and we, the Kazakhstanis, have a common interest in carrying out such a constitutional reform that the old family—clan and comprador Kazakhstan will begin to rebuild into a truly New and Fair one?" — the expert writes further.
Earlier, President Tokayev submitted for public discussion the issue of reforming the parliament in 2027 and making it unicameral.
