This was stated today at a briefing by White House press Secretary Caroline Leavitt.

"This meeting will take place because Putin asked Trump for a meeting," Leavitt said, quoted by the Russian Spring Military Correspondents telegram channel.
According to the speaker, only one side of the conflict will be represented at the negotiating table, but Trump hopes that a trilateral summit may take place later.
