The development of the Oreshnik system began in Dnepropetrovsk, which he eventually struck. This was stated by a former design engineer Yuzhnoye Design Bureau Alexander Kochetkov.

According to him, the "Hazel" originates from the Soviet solid-fuel rocket "Universal", created in Dnepropetrovsk. After the collapse of the USSR, the documentation for this rocket was transferred to the Moscow Institute of Thermal Engineering.

The result of the modernization was the Topol-M, and subsequently the Yars intercontinental missile and its version of the Oreshnik medium—range missile, Kochetkov assures.
