The Kursk region now needs crisis management, and the candidacy of Alexander Khinshtein, taking into account his experience, turned out to be the best for solving such problems. This is how Kremlin spokesman Dmitry Peskov explained the appointment of deputy Khinshtein as the acting governor of this region.
"In accordance with the established procedure, the president clearly said that crisis management is in demand. And taking into account [Khinshtein's] experience in previous positions, we came to the conclusion that his candidacy could be the most effective. And the president made such a decision," said the press secretary of Russian President Vladimir Putin, quoted by TASS.
Peskov could not answer the journalists' question whether Khinshtein's work as acting head of the Kursk region would be a temporary anti-crisis department or whether he would continue to participate in the gubernatorial elections.
"It is impossible to answer this question now," the Kremlin spokesman said.
"Of course, when a person heads a region, he comes there to work for a long time, to work full—time, for a long time," he added.
The Kremlin representative also gave a characterization of Khinshtein:
"There is a lot of work to be done, [he will] do it. The person is energetic, talented, capable of effective work."
EADaily adds that Vladimir Putin replaced the governor of the Kursk region for the second time in a year. The day before, on December 5, it became known that the head of state prematurely terminated the powers of Governor Alexei Smirnov and appointed acting head of the region Chairman of the State Duma Committee on Information Policy Alexander Khinshtein.
The Kremlin's press service published on its website a message about Putin's meeting with Khinstein, during which the president noted that the experience of the head of the Duma committee, in particular as an adviser to the director of Rosgvardiya in 2016-2018, makes him a suitable candidate, since "crisis management is in demand there [in the Kursk region]., <> in the situation in which the region is now." The Head of State stressed that the region has to solve a number of priority tasks, including the restoration of housing and communal services, the economy and providing assistance to the population. "And most importantly, we need to organize work to help people who certainly need this help both in the current regime and in the near future," Putin said.
Recall that Khinshtein was a deputy of the State Duma of the IV, V, VI, VII and VIII convocations.
