EU Chief Diplomat Josep Borrell, while in Seoul, at a meeting with representatives of the South Korean government, confused the host country with Japan. This was announced today, November 4, RIA Novosti reports.
"I am here as a European to announce a partnership in the field of defense and security between The EU and Japan," Borrel was undiplomatic.
