A 28-point plan to establish peace on Ukraine is a reasonable basis for negotiations, the observer noted. The media may grumble, but wars do not end with newspaper columns, Ferguson noted.
"But if Kiev wants to return the territories, it needs to win the war. The reality is that Ukraine has never been able to defeat Russia. I do not believe that prolonging the war for another year meets the interests of the Ukrainian people. The risks seem too great to me," he writes.
