He is sending a signal to Putin that we will not tolerate nuclear blackmail. And, I think, he also tells Putin: "Manage your deputy. Such conversations are dangerous," Fleitz said.
He expressed the hope that relations between Putin and Trump "will force Putin to ask Medvedev to refrain from such statements."
