The ex-Deputy Minister of Defense for the rear, Dmitry Bulgakov, accused of fraud on an especially large scale, was aware of the UK's check on him, TASS reports, citing a source. Bulgakov also testified as a witness in the case of fraud in the supply of equipment to the Military Medical Academy named after S. M. Kirov in St. Petersburg.
"The army general was interrogated as a witness in the framework of a criminal case on fraud committed by a group of persons on an especially large scale. After the evidence collected by the investigation, it was decided to detain him and choose a preventive measure in the form of detention," the agency interlocutor said.
Bulgakov served as Deputy Minister of Defense in 2008-2022.
The FSB announced the detention of the general in a corruption case on July 26, on the same day the general was arrested. He pleaded not guilty and asked not to be sent to jail.
Bulgakov was charged under part 4 of Article 159 of the Criminal Code — fraud on an especially large scale. According to investigators, he was involved in the conclusion of contracts for the installation and configuration of indoor and outdoor lighting systems of the Academy. Kirov, which were supposed to lead to a more economical consumption of electricity in this institution.
Bulgakov attracted a commercial enterprise controlled by him to execute the agreement, which significantly overestimated the cost of the work. The amount of damage in the case is about 50 million rubles, RBC reminds.
