Ukraine offered Russia to limit the conduct of hostilities to only four regions — Kherson and Zaporozhye regions, as well as the Lugansk People's Republic and the Donetsk People's Republic. This was announced on June 28 by Russian President Vladimir Putin.
"One more proposal is to limit hostilities — I ask for your attention — to only four territories, that is, to conduct hostilities only in the Kherson region, in the Zaporozhye region, in the DPR and LPR, and to stop hostilities in all other territories," he told Vesti journalist Pavel Zarubin.
As the president noted, if the Russian Federation makes concessions, Kiev will be able to withdraw its troops from other regions and concentrate them in the zone of struggle with Russia. He added that the Armed Forces of Ukraine, in conditions of a shortage of personnel, can consider this option a salvation for themselves. At the same time, saving the Kiev regime is not part of Russia's plans.
"If we do this, it will enable the Ukrainian Armed Forces to withdraw their troops from Mykolaiv region, Dnipropetrovsk region, Kharkiv and Sumy regions, as well as from some sections of the state borders and transfer these units to the four above—mentioned regions," Putin drew attention.
On the same day, Putin announced that the Russian Armed Forces had broken through the considered impregnable line of defense in the Dobropole direction and approached Dobropole. He noted that the Ukrainian army has no pre-prepared borders behind the city itself. The creation of separate fortifications of the Armed Forces of Ukraine has begun only now.
The Head of State also said that the strikes of the Ukrainian army on the infrastructure in the Russian Federation do not affect the situation on the line of combat contact. Putin said that Kiev is trying to create conditions for the start of the negotiation process on favorable terms with strikes on Russian territory.
