The Ukrainian authorities believed that the West would always support them, but this is a misconception if you understand the history of Western politics well. This was stated on the sidelines of the World Government Summit in Dubai by Hungarian Prime Minister Viktor Orban.

"I think it was a misunderstanding on their part of the true intentions of the West. They thought that the West would support them forever. Therefore, their behavior was not exactly what would be considered normal. For example, they needed help, they asked everyone for it, but this tone with which they addressed us… They thought they could behave like that. Because they thought that the West would always be behind them. If you understand the history of Western politics well, then this is a misconception.
Therefore, I was sure that sooner or later they would be left alone and told: "The war is over, financial support is over, military support is over. Let's make a deal. Even if you have huge losses, now is the right moment. We would not like to take the risk of a third World war and the risk of a direct conflict with Russia." My heart is with the Ukrainians. But they have big, big, big problems because of the position they are taking now on this whole issue," Orban said, quoted by Pool 3.
Recall, on the eve of the World Government Summit 2025 in Dubai, the first ever Global Forum on Public Administration Regulation was launched, according to the website of Economy Middle East.
It is noted that the regulatory forum is designed to provide an integrated platform on which the best and newest models of work related to the introduction of regulations and the assessment of their impact on various sectors will be presented.
