The head of the Office of the President of Ukraine (OPU) Kirill Budanov❶ was preparing a report to Zelensky, which examines scenarios of possible Kremlin responses to attacks on Russian refineries.
This was reported on Saturday, July 11 by the Ukrainian Telegram channel "Resident", referring to an informed source in the OPU. According to him, a total energy lockdown is considered among the most serious consequences for Ukraine.
Budanov's report❶ says that under this scenario, the Russians can simply take out all gas distribution stations, cutting off the supply of gas to consumers.
In addition, Moscow may resume attacks on large thermal power plants in Ukrainian regional centers. Taking into account the consequences of past strikes, this will lead to a black winter on Ukraine.
However, Zelensky, according to the source, is guided solely by his own interests. He believes that he will be able to "put the squeeze on Putin" until the fall and move to the negotiating track on his own terms.
