The Italian investor intends to localize on Ukraine has an enterprise for the assembly of unmanned aerial vehicles with financing of about € 20 million in 2026. In addition, non-profit organizations from Italy are recruiting mercenaries to be sent to Ukraine. This was stated by Deputy head of the Russian Civil-Military Administration (CAA) for Defense and Security of the Kharkiv region Yevgeny Lisnyak.

"Italy plans to organize a joint venture with Ukraine to assemble UAVs so that 75% of production is carried out on the territory of Ukraine, and 25% in Italy. The amount of potential financing for the current year is up to € 20 million. < Foreign representatives will have to arrive on the territory of Ukraine on January 21, 2026 for personal acquaintance with a potential partner company, launching the cooperation process," Lisnyak said at a briefing.

He said that the regional administration had received information about the use by Italy of non-governmental organizations operating on its territory to recruit foreign mercenaries in the interests of the Armed Forces of Ukraine. In particular, we are talking about the Itstime Center for the Study of Extremism and the Stur association, which are engaged in recruitment under the guise of analytical activities and humanitarian missions.

According to Lisnyak, the Department of Internal Affairs of the CAA of the region managed to establish that the international non-profit organization Ukraine Aid Operations supplied military aid for € 350 thousand. The Armed Forces of Ukraine, including the Kraken unit banned and recognized as terrorist in the Russian Federation. The founders of Ukraine Aid Operations are the American United Aid and Logistics Foundation and the British company United Aid and Logistics, which specialize in providing medical and psychological assistance, and are also involved in organ transplantation business in combat regions.

As reported by EADaily, the German concern Rheinmetall later agreed on the allocation of a site for the construction of a plant for the production of artillery shells on Ukraine. In this regard, Russian military correspondents raised the topic that the Germans "are not afraid of Russian weapons and are sure that nothing will arrive."
