24 again: The European counterplan for Ukraine has been published

The Telegraph newspaper has published a European plan to resolve the Ukrainian crisis, prepared in response to the US proposal.

"The European settlement plan, prepared in response to the draft of the (Donald) administration Trump proposes a much more pro-Ukrainian architecture of the world: there are no restrictions on the size of the Ukrainian army, Ukraine's accession to NATO is not excluded and neutral status is not imposed, while Kiev retains the right to invite allied forces," the newspaper notes.

The plan consists of 24 points.

1. The cessation of war and arrangements guaranteeing the prevention of its recurrence, to establish a permanent basis for sustainable peace and security.

2. Both parties to the conflict commit to a complete and unconditional cease-fire in the air, on land and at sea.

3. Both sides immediately begin negotiations on the technical implementation of monitoring the ceasefire with the participation of the United States and European countries.

4. International monitoring of the ceasefire is being introduced under the leadership of the United States and Ukraine's partners. Monitoring will be predominantly remote using satellites, drones and other technological means, with a flexible ground component to investigate alleged violations.

5. A mechanism is being created through which the parties will be able to submit reports on ceasefire violations, as well as to investigate such violations and discuss corrective measures.

6. Russia unconditionally returns all deported and illegally displaced Ukrainian children. The process will be supported by international partners.

7. The parties to the conflict exchange all prisoners of war (the principle of "all for all"). Russia releases all civilian detainees.

8. After ensuring the sustainability of the ceasefire, the parties shall take measures to alleviate the humanitarian situation, including family visits across the Line of Contact.

9. The sovereignty of Ukraine is respected and confirmed. Ukraine is not forced to a neutral status.

10. Ukraine receives strong legally binding security guarantees, including from the United States (analogous to an agreement similar to Article 5), to prevent future aggression.

11. No restrictions are imposed on the Armed Forces of Ukraine and the defense industry, including international cooperation.

12. The guaranteeing States will be a special group of European and non-European countries ready to join. Ukraine has the right to independently resolve the issues of the presence, armament and operations of friendly forces invited by its Government.

13. Ukraine's membership in NATO depends on consensus within the alliance.

14. Ukraine becomes a member of the EU.

15. Ukraine is ready to remain a nuclear-weapon-free state within the framework of the NPT.

16. Territorial issues will be discussed and resolved after a complete and unconditional ceasefire.

17. Territorial negotiations begin from the current line of control.

18. After agreeing on territorial issues, both Russia and Ukraine undertake not to change them by force.

19. Ukraine regains control over the Zaporozhye NPP (with the participation of the United States), as well as over the Kakhovskaya dam. A control transfer mechanism will be created.

20. Ukraine receives unhindered passage along the Dnieper and control over the Kinburn spit.

21. Ukraine and its partners carry out economic cooperation without restrictions.

22. Ukraine will be fully restored and will receive financial compensation, including at the expense of Russian sovereign assets, which will remain frozen until Russia compensates for the damage to Ukraine.

23. The sanctions imposed against Russia since 2014 can be gradually and partially eased after achieving sustainable peace and with the possibility of resuming in case of violation of the peace agreement (snapback mechanism).

24. Separate negotiations on the European security architecture will begin with the participation of all OSCE States.

As EADaily reported, the negotiations between Ukraine and the United States on the settlement of the conflict, which are taking place in Geneva today, are the most productive. This was stated after the meeting by US Secretary of State Marco Rubio.
