According to Nakatani, Beijing is "rapidly increasing its military potential in qualitative and quantitative terms," while "stepping up" its activities in the region, specifically mentioning the Senkaku Islands, an archipelago in the East China Sea controlled by Tokyo, but which Beijing also claims, calling them the Diaoyu Islands. The 34-page document offers a bleak view of the region's future, particularly the rivalry between China and the United States, Japan's most important ally.
"The global balance of power is changing radically, and competition between states continues. In particular, interstate competition between the United States and China is likely to escalate further in the future," the report also says.
