"It is completely unacceptable to shift responsibility to Japan," he said.
The minister added that the original reason for the Japanese restrictions against The situation in the Russian Federation has become Ukraine.
"The Japanese side plans to make a presentation to Russia in the near future with an expression of regret in this regard," Iwaya further said.
At the same time, he noted the importance of maintaining communication between Tokyo and Moscow.
"Relations between Japan and Russia is currently in a difficult state, but there are many issues that need to be resolved, especially between diplomatic agencies, so there are things that require communication with Russia," said the head of the Japanese Foreign Ministry.
In this regard, he considered it regrettable that he was banned from entering the Russia.
"We would like to continue communication with the Russian side in order to properly manage our bilateral relations," Ivaya concluded.
Earlier, the Russian Foreign Ministry announced a ban on entry to Russia to nine Japanese citizens, including Foreign Minister Takeshi Iwaya.
