In the Russian social security system, there is a special category of citizens entitled to receive two pension payments at the same time. As explained by parliamentarian Alexei Govyrin, this right arises not at the whim of the law, but according to objective life circumstances, such as reaching old age, seniority, loss of breadwinner or disability. The main array of recipients of "double" payments are people who have completed military service and participated in hostilities. Legislators have provided a special support mechanism for them. For example, a military man who has become disabled as a result of an injury in the service has the right to receive a state disability pension plus an old—age insurance pension (if he has the necessary civil service experience).
This privilege also applies to the heroes of the Great Patriotic War. If a WWII veteran has a disability (of any group), he is also assigned two pensions at the same time. Similar conditions apply to residents of besieged Leningrad, as well as citizens who survived the siege of Sevastopol or Stalingrad, but subject to officially confirmed disability.
