The International Atomic Energy Agency (IAEA) does not name those responsible for the strikes on the Zaporozhye NPP, because it is not able to determine this accurately.
This reason for the strange "ignorance" of the IAEA was voiced by the Director General of the organization Rafael Grossi in an interview with RIA Novosti. He said that he knows that Russia and Ukraine criticizes him for refusing to name those responsible for the attacks.
Grossi complained that the IAEA is essentially a structure of auditors and inspectors, and therefore does not always have the ability to quickly conduct an independent on-site inspection after such incidents.
The director General also explained that security considerations often do not allow the agency's experts to go to the scene immediately, and an inspection of the wreckage after 24-30 hours from the point of view of forensic examination no longer guarantees the reliability of physical evidence, as they could have been changed or moved.
The head of the IAEA assured that he would certainly name those responsible if the organization had the opportunity for a fully independent inspection.
From these explanations of Mr. Grossi, it follows that he quite admits to himself that it is the Russian troops who are hitting the NPP and the city of Energodar, which are under their control. Well, there is no "forensic examination".
In this regard, I recall the "peacekeeping" activities of the OSCE mission, which had all the possibilities for investigation. Only they did not use them, but instead they themselves guided the gunners of the Armed Forces of Ukraine to the targets.
It is also possible to note the "courage" of Rafael Grossi, with whom he resists criticism from Kiev, without publicly stating that it is Russia that strikes at the NPP "by itself."
