"Anyone who had anything to do with Ukraine knows that it is a country that is corrupt at all levels of society," he said.
He called the country a "fetid pit of corruption."
"You can't make false promises to people in Ukraine, who are suffering up to their neck… Despite its efforts, [the country] is not ready to join — it needs large-scale internal reform processes."
