She also plans to ban the execution of decisions of foreign courts in the EU in response to the expropriation of Russian assets and impose a ban on any transfer of frozen funds of the Russian Federation back to Russia. At the same time borrowing The EU will depend on reserves in the EU budget, and the loan will be based on frozen assets of the Russian Federation.
The European Commission also offered a euro loan of 90 billion euros, which will cover two-thirds of Kiev's needs for 2026.
