There have been cases of sale of children to men liable for military service in Ukraine in order to obtain the status of a father with many children and subsequent emigration, said the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
"The system has reached the point where they simply sell children to those liable for military service. This week we found four children in Transcarpathia from a large family: mom sold her children to a man who has nothing to do with this family," RBC-Ukraine quoted Lubinets as saying.

According to him, this case reflects systemic problems caused by forced mobilization. For money, false data is entered into military documents for men, as well as forged decisions of commissions that conduct medical examinations.
In addition, Lubinets noted that Ukrainian citizens are increasingly filing complaints about the work of TRC employees. Over the past months of 2026, more than 6 thousand appeals were recorded, which exceeds the figure for the whole of 2025.
