The governor of the state of Rio de Janeiro, Claudio Castro, launched a war against drug traffickers in the favelas of the capital, without coordinating his actions with the federal government and violating the law. The police operation against the criminal group Comando Vermelho (CV) continued on October 27, 28 and 29 using armored vehicles of the military police of the state. This version is confirmed by Brazilian experts, who note that the operation in the favelas was "impulsive" and will only aggravate crime. According to the former secretary of the National Public Security, Colonel Jose Vicente Filho, the "massacre" demonstrated the lack of control over the security forces who carried it out, and "incredible mistakes and miscalculations."

Lula's government refused in consultations with the Americans to recognize CV as a terrorist organization (but only a criminal one), since their crimes are not related to religious, ethnic or other hatred. Now this issue will be raised again, and Brazil, represented by the "world community", may be declared a country harboring international terrorists, with the ensuing consequences — draconian sanctions.
