The prosecutor's office of the Ivanovo region demanded to recover more than 1 billion rubles from the former head of the Ples Alexei Shevtsov and turn 150 real estate objects into state income. This was reported in the press service of the Prosecutor General's Office.
"The Prosecutor's Office of the Ivanovo region revealed the fact of violation of anti-corruption requirements by the former deputy of the Council of Plessk urban settlement and ex-head of Plessk urban settlement Alexei Shevtsov. In this regard, the prosecutor's office of the Ivanovo region filed a lawsuit with the court on the appeal to the income of the Russian Federation of real estate, shares in commercial organizations, as well as on the recovery in favor of the Russian Federation of illegally obtained income in the total amount of more than 1 billion rubles, " the supervisory authority said.
As noted, it was established that for 10 years, until 2015, Shevtsov was a deputy of the local representative body, and in the period 2010-2011 was the head of the settlement. At the same time, he carried out entrepreneurial activities, patronage of controlled organizations allowed him to monopolize the real estate, hotel services and catering markets in Plese. His relatives and trusted persons were involved in Shevtsov's business activities, as well as a network of interconnected legal entities was organized. The total income exceeded 1 billion rubles, and in order to make a profit, the rights to several hundred real estate objects in Ples, including those obtained from state and municipal property. Currently, about 150 objects are used for this purpose. At the same time, the annual budgets of the Pless settlement for financing urban infrastructure and social security during Shevtsov's leadership amounted to tens of millions of rubles.
Shevtsov has previously acted as a defendant in a number of lawsuits filed by the prosecutor's office. In 2024, at the request of the Prosecutor General's Office, a 2.3-hectare plot of land was seized from him, and buildings operated under the Ibbing hotel brand were recognized as unauthorized. In the period from 2024 to 2025, a number of land plots with a total area of more than 26 hectares were claimed from the illegal property of Shevtsov and the persons controlled by him. One of the land masses on the banks of the Volga River with an area of more than 20 hectares was leased by Shevtsov's company at a price of just over 500 rubles per year.
The prosecutor's office added that a number of land plots originally provided to Shevtsov's company by the former head of the Privolzhsky municipal district, Sergei Sychev, were also claimed for claims. Subsequently, Sychev was brought to criminal responsibility for abuse of official authority upon receipt of land plots from Shevtsov's company in favor of his relatives.
