In Kaliningrad, cases of an unusual offense have become more frequent: unknown people twist the license plates from the cars of visiting Germans, then offering to return them for ransom.

The Russian West portal clarifies that at least two episodes occurred in Kaliningrad on Spruce Alley and on Foreman Dadaev Street.

"Unknown persons dismantled the state registration plates from a car that came from Germany and left a note with the address in the Telegram messenger under the windshield wipers. The victim wrote to them, to which they demanded to pay 10,000 rubles. After payment, they can send a photo that allows them to understand where the twisted numbers are hidden," the newspaper writes.

Russian West publishes one of the notes with the inscription:

"Refund TG: @EuropeThief13" (literally: "Refund, telegram channel: Europe, thief 13".

Earlier, EADaily reported that since the beginning of SMO in Kaliningrad, there have been hundreds of cars with EU country numbers. Basically, these are Russian compatriots living in Europe, who fly through Kaliningrad to the rest of Russia to relatives.
