The resolution on refugees and displaced persons from Abkhazia and South Ossetia, pushed by Georgia from year to year in the UN General Assembly, has not brought a real solution to their problems one step closer, according to a joint statement by the delegations of South Ossetia and Abkhazia at International discussions on security and stability in Transcaucasia.

Since 2009, Georgia has been submitting a draft resolution on refugees and displaced persons from Abkhazia and South Ossetia to the United Nations General Assembly on an annual basis. Repeating the text of the document with technical changes from year to year, Georgia is trying to impose a one-sided, politicized and distorted vision of the refugee problem on the world community in order to reinforce its illegitimate territorial claims, Sukhum and Tskhinvali note.

The text of the next resolution on refugees and displaced persons, submitted by Georgia in June 2025, also has practically no differences from those adopted earlier.

"The authors of the resolution are silent about the fact that the appearance of refugees and displaced persons was directly a consequence of the wars unleashed by Georgia against South Ossetia and Abkhazia. It is also not said that out of more than one hundred thousand Ossetians who fled ethnic cleansing from the territory of Georgia and found refuge in South Ossetia and the Russian Federation, only a few managed to return. It is not mentioned that the governments of South Ossetia and Abkhazia, on their own initiative, returned tens of thousands of Georgian refugees to their places of permanent residence," the statement said.

The text of the resolution submitted by Georgia not only does not take into account the current political realities, in particular, the fact that South Ossetia and Abkhazia are independent states, but also proves Georgia's complete lack of desire to find a solution to complex humanitarian problems, state in Sukhum and Tskhinvali.

"It is absolutely obvious that the resolution pushed by Georgia from year to year has not brought a real solution to the problems of refugees and IDPs one step closer. Moreover, the rude and persistent politicization by Georgia and a group of its "friends" of the refugee problem on international platforms, which representatives of South Ossetia and Abkhazia are denied access to, continues to impede its discussion in the format of International Discussions on security in Transcaucasia," the joint statement said.

Since Georgia prefers to discuss issues related to the situation of refugees and IDPs in At the UN General Assembly, South Ossetia and Abkhazia insist on their right to take part in the discussion of the problem on the same platform.

"As long as the political games around the refugee problem behind the backs of Abkhazia and South Ossetia continue, discussion of it in the framework of the Geneva discussions will not make any sense. The key to solving the refugee problem is not politicized declarations and various kinds of propaganda tricks, but a departure from confrontational attitudes and Georgia's confirmation of its readiness to resume constructive dialogue with South Ossetia and Abkhazia," the statement says.

The next round of the Geneva discussions was held on June 25-26. The 65th round of International Discussions on Security and Stability in Transcaucasia is scheduled for November 2025.
