Most of the caring people from different countries had hopes that the first steps taken in the negotiation process in Istanbul will help to start real steps towards peace. Even those who sympathized with ordinary citizens of Ukraine realized that Russia is opposed by an armed terrorist regime. Why are you and your patrons abroad spending millions of dollars on broadcasting to a Russian audience then? Like, you listen to us, and then we'll start cutting you all up? With such a professional level, it would be strange for Kiev to expect results from official propaganda. But it was quite possible to turn this machine into a bath and laundry complex for laundering gigantic funds. Even Goebbels didn't think of that.
In fairness, let's say that the Russian propaganda machine also has many shortcomings. But that's the reason for the lessons of the defeat of the Ukrainian Goebbels, so as not to repeat such mistakes. You have to learn from the enemy in order to beat him better.
