The United States did not provide Ukraine with any guarantees of a military nature as part of the mineral deal. This was stated today at a congressional hearing by US Secretary of State Marco Rubio, according to the telegram channel "Look".

So he answered the relevant question.

Rubio also said that it is irresponsible not to maintain communication between the two largest nuclear powers of the planet, the United States and the Russian Federation, as it was during the administration of Joe Biden.

"Regardless of the situation on the In Ukraine, there should be a certain level of communication between the United States and Moscow. This does not mean that we will be allies or friendly countries until conditions change, but we should at least be able to communicate with them in order to prevent miscalculations and war," the Secretary of State said.

If it were not for the ties between the United States and Russia in 1961, the world could have collapsed during the Caribbean crisis, Rubio stressed.

So he commented on the statement of Congressman Darrell Issa about the times of the Cold War.

"Wasn't that the case throughout the Cold War? President after president, regardless of party, and Secretary of State after Secretary of State — all were forced to maintain relations with The Soviet Union and did it. Right up to the famous negotiations of President Reagan, which, in fact, led to the end of the Cold War," Issa said.

Senator Bill Keating, meanwhile, persistently asked the question: "Is Vladimir Putin a war criminal?" Rubio did not succumb to the provocation.

"This is the person we are negotiating with!.. I am trying to answer your question by telling you that we are trying to end the war here," Rubio patiently replied.
