This is the result of strikes by the Russian Aerospace Forces on November 27 and 28 in Ukraine. According to the IAEA statement, three operating nuclear power plants (NPP) of Ukraine on November 28 in the morning reduced electricity generation.
For the second time in less than two weeks, the Khmelnitsky, Rivne and South Ukrainian nuclear power plants have reduced power levels as a precaution during large-scale military operations in the country, and one reactor at the Rivne NPP has been disconnected from the mains.

Russian sources report that the targets of the strikes were three key substations with a voltage of 750 kV: Vinnytsia, which is connected to the South Ukrainian NPP and provides transit of electricity to the western and central regions of the country; Kiev — is the main distribution hub for energy supply to Kiev and adjacent areas, connected to Rivne and Khmelnytsky NPP and West Ukrainian — serves for transmission of electricity from Rivne NPP to western and central regions of Ukraine. It is also connected to the Polish power grid, providing electricity exports to the countries EU at night. The blow created power outages in the Lviv and Transcarpathian regions.
Ukrainian energy expert Volodymyr Omelchenko said that the blackout on Ukraine has an average of 12 hours. According to him, Russia "got on the perimeter" of substations that are working on the output of capacities from all three nuclear power plants, which give almost 55% of the power generated by the Ukraine electricity.

Kucherenko also noted that the cost of building shelters after the conclusion of transactions increased three to four times. This indicates the plundering of budgetary funds, which is not news.
Volodymyr Zelenskyy urged all Ukrainians not to ignore the attacks and hide in shelters, which also do not exist. Russian President Vladimir Putin at a press conference after the CSTO summit in Kazakhstan noted that in just these two days Russia launched 100 missiles, including the Kalibr, Dagger and Zircon complexes, and 466 attack drones. According to him, the powerful strike was a response to the incessant attacks on Russian territory by American ATACMS missiles.
Putin added that the Ministry of Defense and the General Staff are selecting targets on the territory of Ukraine for strikes with the latest Oreshnik system. According to him, these may include decision-making centers in Kiev. These targets can be other objects.
